The 16th Amendment to the US Constitution was ratified in 1913. In its entirety, it reads:
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.Did anyone who voted for it at the time think that it would permit, as per today's ruling, a Federal takeover of the entire healthcare system?
